Food safety is related to people’s health and life safety, and food safetyregulation performance in relation to the government’s image and credibility.With the progress of science and technology and social development, foodindustry chain gradually extended, the food safety risk is increased further.Review2011, Europe’s" contaminated cucumbers" incident, China ’s"Clenbuterol"," tainted steamed buns" events," drainage oil " incident, under thebackground of risk society food security situation is still not optimistic. Butthroughout our country’s food safety regulatory system, since the government isthe only regulation, social intermediate organization of food, food enterprises,consumers and other social forces to participate in serious shortage. Under thisbackground, the author is right multivariate main body involved in food safetymanagement regulation problems of cooperation.This paper consists of five parts.The first part of this paper, mainly talkingabout the research background,significance and research status of food safetyregulation,and methods of this research.The second part, food safety and cooperation regulation and other related concepts are defined, and alsointroduces the theorys related with cooperation regulation on food safetyregulation, such as risk society theory, theory of public goods, publicgovernance theory. The third part, introduces food safety regulation of threepossible regulation mode, namely multivariate main body to participate in foodsafety governance possibilities, and from the present situation of food safety inChina, China ’s food safety regulation mode of China’s administrative regulationand other aspects of the mode of food safety regulation dilemma. The fourth part,mainly under the guidance of the government food safety cooperation planningmodel construction of the necessity and the feasibility as well as the governmentin cooperation in food safety regulation system status were analyzed. The fifthpart, mainly analyzed the configuration between multiple subjects of the foodsafety regulatory power in the food safety regulation in the build process in, aswell as the food safety regulation and operating mechanism construction.This paper argues that, under the background of risk society, as a result ofgovernment governance ability inadequacy, sheet relies on a government itself is not sufficient to regulation of food safety risk, the government dominant modeof administrative regulation, social intermediate organization to food basedsocial regulation pattern and price, reputation mechanism based on marketregulation modes are possible food safety governance power. Therefore, foodsafety regulation is not a government, and should be multiple. In order tosystematically resolve food safety risk, the government need to establish a socialmilldle organization of food industry, food companies such as multivariate mainbody participation cooperation in food safety regulation mode. That is to say, thegovernment should pass system arrangement and system construction,government power and social, market forces to be integrated, promoting foodsafety multi-regulation body interaction, communication, trust and cooperation,and regulate the food safety risk in common.
