After the reform and opening up, with the establishment of market economicsystem, Industrialization and urbanization are accelerating. The comparative advantageof the rural collective construction land use right transfer is increasingly outstanding. Bythe huge profit, rural spontaneously formed invisible market circulation, such as transfer,lease, mortgage and other forms. The “black market” circulation is increasingly rampantwith a lot of problems in the circulation. In the face of these contradictions andproblems, governments at all levels spread out active exploration, take a series ofmeasures and attempt to break the government monopoly of primary market to allowthe right of collective construction land use to transfer to realize the ultimate target of“same land, same right and same price”. However, the reform process of the collectiveconstruction land use right system is still very slow. Legal construction and thetheoretical research obviously lags behind practice. Effective evaluation of ruralcollective construction land use right transfer potential is the important link ofreasonable arrangement of the local circulation order and size. Zhejiang province is anarea where rural collective construction land transfer pilot began earlier than others. It isrepresentative that we take Zhejiang Province as an example to research on thecirculation of rural collective construction land potential evaluation and release path.The rural collective construction land use right transfer of Zhejiang province hashad a certain scale, but there are still many problems. It can be summarized as followingseveral aspects: unperfect legal system, unsound market mechanism, unreasonable landprice, low management efficiency, unfair distribution of income, serious damage of thefarmers’ rights and interests and so on. The paper establishes a estimation model ofcollective construction land reclamation potential and transfer potential to calculate thetheoretical reclamation potential and transfer potential. At the same time it establishesreclamation potential influencing factors model and transfer potential influencingfactors model to correct the theoretical potential in order to calculate the actualreclamation potential and transfer potential of each city. On the calculation results, thepaper uses the ArcGIS9.3to make a time and space expression. The results display thatthe collective construction land transfer potential of each city in Zhejiang Province isquite large and there are significant differences between each other both in time and space aspects. The difficulties of every city are not consistent. In the perspective ofspace, the actual transfer potential of Hangzhou is the biggest, Ningbo and Huzhou arethe second, Jinhua is the third, and other cities are relatively small. In the perspective oftime, the rural collective construction transfer potential is uniformly distributed in theforecast period. After that the article puts forward several strategies of potential releasefor Zhejiang Province, mainly including advancing collective construction landreclamation work, optimizing the social economic conditions and improving andperfecting the circulation market system.
