A house is an important factor to live a happy life. As the price of a house rises, itis difficult for many families, especially for the low-income families, to own a house.Buying a house arouses a lot of attention from the whole society and the government.Whether the housing problem can be handled influences the harmony and safety of thesociety and the happiness of many families. For the low-income families, to own ahouse is a tough task because the cost is really beyond their abilities to afford.Therefore, to help them have a house, the government formulates and implementssome provisions about housing. Providing low-rent houses is a valid way to handlethis problem, which reflects social security function of the government. Low-renthousing refers to that the houses that the government provides for the low-incomefamilies that need help in form of low rent.Cost control is a key point in the construction of low-rent housing because it isnot for profits and gets a lot of financial support from the government. Controlling thecost can contribute to saving money and achieve the livelihood projects. This researchinvestigates the problems in controlling the cost and points out the reasons based onthe low-rent housing project in Hebai community. The research provides someimplications for the construction of the low-rent housing.Through field research and interview with the related people, the research findssome disadvantages in cost controlling. Firstly, the cost of purchase is high. Forinstances, the purchasing is scattered and some work are extremely simplified.Secondly, some indicators of cost budgeting is not accurate. And the method of cost estimation is not advanced. Thirdly, the monitoring of the cost is not complete.The research points some reasons, such as the periphery of the purchasedepartment, the low level of the information technology and the commonplace mindof the cost management. At the end, the research provides some advices forimproving the cost management. Firstly, the project needs to integrate the technologyand the economy and to enforce the management of the purchasing. Secondly, thescientific system to evaluate the performance of the personnel should be formulatedand related to the salary. Thirdly, advanced management idea and methods should beintroduced.
