The shortage of fossil energy, severe global climate change and increasingly environment disruption have made a great opportunity for the renewable energy to develop vigorously. Wind power is getting high attention and great support of government because its technology has biggest potential of commercialization development among all the rennewable energy apart from hydro power.Based on describing the industry's background both at home and abroad, the study analyses the public policy demands for sustainable, healthy and rapid development of wind power industry in China. Together with the research findings of Rothwell & Zegveld and inherent regular patterns of wind power industry, author establishs a two-dimension policy analysis framework from the perspective of government instruments. Then, take the 55 related wind power policy texts made by central government from reform and opening as research objects of content analysis. Follow the order of selecting the samples, defining the analytical units and categories, coding and statistical frequency to gain the conclusions. Compared with the policy demands raised before, the study deeply analyses the excess, insufficiency and conflict in choosing government instruments of present wind power policy system in China, and finally give some policy suggestions to relevant government departments.
