SMEs are the pillar industries of the national economy, the experience of developedcountries have demonstrated that the more economically developed and stable economies,the proportion of small and medium enterprises and the higher the degree of active SMEs ledto the healthy and stable development of the national economy, stimulating employment,SMEs have the U-turn "boat" small advantage, small and medium enterprises in the processto promote the healthy development of the national economy has played an irreplaceable role.The healthy development of SMEs can achieve the value-added of wealth, but also increaseemployment, livelihood issues and contribute to the large number of tax. Country and thepeople have made a great contribution, but now the bottleneck of the SMEs are facingfinancial difficulties which hindered the healthy development of SMEs, and even to thesurvival of small and medium-sized enterprises has brought great difficulties.The survival and development of China’s SMEs are mainly dependent on commercialbank loans, which makes the development of SMEs loans higher dependence on single andfinancing channels for SMEs compared to large enterprises, it is necessary to commercialbanks to launch for SME credit business strategy. After joining the WTO, the impact ofglobal economic integration, China’s commercial banks to further expand the commercialbanks in the context of full liberalization facing pressure from global competition, while alsofacing the challenge of foreign banks with advanced management techniques, China’scommercial banks credit policy for SMEs, it is necessary to introduce change loan purely onthe misunderstanding of large enterprises.In this paper, Liaoning Province, commercial banks as the research object, the specificproblems that currently exist, the use of finance theory, on the basis of a large number of datacollection, effective research strategy of commercial bank credit to SMEs. The paper is to bedivided into the following parts: The first part is an introduction, including the backgroundand significance of research, the research status review, research methods, content andframework papers innovation and inadequacies. The second part is the relevant theoreticaloverview including SME financing theoretical basis, including the theoretical basis ofcommercial bank credit, SME credit business concept defined. The third part is LiaoningProvince, SME credit business of commercial banks to carry out the status and problems ofanalyzes, the primary credit operations carried out by commercial banks to small and medium enterprises in Liaoning Province, the status quo and there. The fourth part is thecompetition theory and SWOT analysis theory for the credit business of commercial banksto small and medium enterprises in Liaoning Province, to carry out a feasibility analysis.Solution of the fifth part is the relevant issues from the banks, corporations and government.Finally, we can see the conclusions of the paper and outlook.
