In recent years, with the continuous developing of electric power industry, aspart of the electric power industry, the speed and scale of power grid construction isalso locating in unprecedented historical new stage. The management mechanismand human resource management mode of power grid enterprise is also gradually getadvancement. But comparing with the industrial workers of the mode of humanresource management in Europe and the United States, there are a big gap betweenour country and developed countries in power grid human resources developmentand management of power grid construnctions. This gap directly influences thequality and development speed of power grid construction, and also becomes aconfinement factor effecting power grid construction management level to increase.Since reform and opening-up policy is applied, China has entered thelarge-scale urbanization, industrialization stage of development. In order to meet thedemand of the development of the necessary human resources, the specialindustrial labor source model is established under the guidance of goverment with the continuous development of market economy, which is knowing as migrantworkers. Application of migrant workers is not just in the trade of power gridconstruction, but an univeral status of human resource under the economicdevelopment of China. Labors in power grid construction are a part of migrantworkers.This paper accounted the e of employment in power grid construction, andshowed the application of human resources management in the power gridconstruction. Based on the perspective of development economics, this paperelaborated and analyzed the current economic background, the situation of migrantworkers employment and labor power grid construction workers by using the theoryof human resource management, discussed and sumed up the current power gridconstruction operators human model and the problems existing in the humanresources management. From the angle of quality management, this paper alsousing the theory of total quality management, analyzed the influence to the quality ofpower grid construction effected by the human capital. Effective human resourcesmanagement determines human capital, and good human capital determines the quality of power grid construction. The Paper discovered the orientation of a newhuman resource management of power grid construction through analysing andconcluding the causal relationship between human capital and quality.Combined with total quality management theory, this paper broke the orginallabor mode under the pnanned economy system, dismantled the labor mode of powergrid construction in our country, raised the suggestion of building a new labor modelof power grid construction, and analyzed the effect of new model.
