Energy security is an important aspect of national economic security, and has received extensive attention of scholars at home and abroad for a long time. Modern energy security theory is that energy security is the unity of the4A’s, namely the existence of the physically available, geopolitically accessible, economically affordable, and environmentally acceptable. Each dimension finally shows for a number of statistical indicators. However, dimensions of energy security should not only be limited to the final series of statistical formula, but also to each dimension. After the ideas behind the fountain has been analyzed, the real history of the concept of energy security will stand out, to create suitable energy security evaluation system for certain country and scientifically evaluates about a country’s energy security condition, in the end, shows a country’s energy security. To solve the energy security problem can not only rely on the international energy market, but fundamentally depends on the national energy security strategy with a purpose. Grand strategy can be divided into two parts, the domestic strategy and international strategy, the domestic strategy is fundamental, the international strategy should be put in service for the domestic strategic perspective to understand.India’s energy security problems at the moment are still in its infancy, the mounting will be in the future, which probably peaks around the year of2030. In response to the energy crisis in the next20years, the Indian government has already consciously made massive domestic energy development plan, which covers from traditional energy to new energy sources, that strong impacts the international energy supply and demand pattern with a wide range and high demand. At present, the priority of Indian government’s energy strategy is to ensure effective supply of domestic energy and energy sources diversification, but in the long run emphasis on economic level and environment level should still be necessary. In short, the formation and development of India’s energy security strategy has its own logic. As for china, actively coordinated with India’s energy strategy may also be beneficial. Cooperation between the countries needs pragmatic concept of security, as long as the two sides will be able to keep an open mind, energy co-operation between China and India would be possible mechanisms for cooperation in the field of resource allocation between emerging powers.
