During more than ten years of development of land consolidation in China,the connotation and extension has constantly expanded from a technical method aiming at increasing the amount of arable land to a strategic choice to promote the construction of new rural and coordinated development of Urban-rural Areas.Given the important role of land consolidation,it is quite necessary to carry out research on how to regulate the acts and ensure the quality of land consolidation. Standardization is an important means of modern production and management,so that to study the application of standardization theory seems to be an inevitable trend of scientific management.Therefore carrying out the work of land consolidation standardization is in urgent need.It is of great theoretical significance and application value to study and build a land consolidation standard system.Standard system is an organic whole formed by standards within a certain range linking to others following their intrinsic contacts.Standard system includes standards which are existing,should be or will be in future,which is the foundation of standardization work in order.In this study,the theoretical basis and methodogical guidance of standard system construction is standardization systems engineering.Effectively combine land consolidation its own characteristics with the theory of standardization systems engineering,methodology space and object system analysis.In this way the application idea,which is first clearing the object,analyzing system environment,detemining the target system,analyzing the architecture of the system and bulding the program steps, is formed to construct land consolidation standard system by means of standardization systems engineering.The main conclusions are as follows:First of all,current land consolidation standardization lags behind the development of land consolidation,mainly in:not enough standards,narrow coverage,lack of unified guidance and the standard system is not complete.In order to meet the connotation and extension of land consolidation expanding trend,building a systematic and structured land consolidation standard system is in great need.Furthermore, standardization systems engineering is very effective way to solve complex systems issues.Land consolidation is a complex system including many multiple subsystems,professions and categories.To carry out standardization work of land consolidation,not only standardized theory is needed as guidance and support,but also the application of systems engineering methodology is required.Therefore, applying sandardized systems engineering theory to the construction of land consolidation standards system is feasibleand and appropriate.In addition,land consolidation works as the interdependent body of a standard system.Seeing it as a system engineering, and anylize its structure from the point of view of time as well as space.In the space point of view,the system will be deconstructed as single projects,and in the time point of view,the process of system is deconstructed as specialized sequence including technology and control professions.In the end,by combining a standard attribute space and a systems engineering methodology space,a land consolidation standard system space model is constructed.It covers the whole process of land consolidation,adapts the requirements of the standard system construction,and meet the development of land consolidation.The system shows its integrity and systematic,and is the basis for achieving fuction of land consolidation standards.
