| In recent years, with the rapid development of economy and society, the contradiction between people and land has heated up. Land consolidation is an important gripper in timely supplement of arable land, promoting the urban and rural areas, supporting the new-type urbanization and ecological civilization construction, their social status is increasingly prominent. Currently our country is investing a lot of money to carry out the land consolidation. Achieving good results at the same time, there are still many bad phenomena in some of these projects in various stages of its life cycle. While the traditional monitoring system for land consolidation project is unable to meet the demand of the rapid development of land consolidation cause. Therefore, in order to promote the transformation of land consolidation project management, standardize the project in an orderly manner, ensure that the special funds to play the expected results, it is necessary to integrate the theories and methods of comprehensive monitoring of land consolidation project. This helps to regulate aspects of the monitoring, comprehensively integrate monitoring methods and promote monitoring achievement of objectives.Based on the basic concepts of land consolidation and so on, the monitoring indicator system was designed which combined with the comprehensive monitoring of land consolidation project content and the task and characteristics of different phases in project life cycle. Then the individual monitoring indicators were calculated by using system engineering approach such as Arcgis geo-analysis, Fragstats landscape analysis and quantitative etc. Above all, the research of the comprehensive monitoring of land consolidation depended on the simple correlation function and matter-element model. Taken Xiyan and Jianglu village land consolidation project in Xiyan town, Shanglin county as an example, January 2011 as the monitor basis point and December 2012 as the monitor point, the implementation of monitoring was based on the above theory and method, the paper then carried on the system analysis of monitoring results, and summarize the problems, at the last it put forward strategies to improve the overall quality of the project. Through research, drew the following conclusion:Comprehensive monitoring for land consolidation project is a complex giant system, which is composed of land consolidation system, land use system and social-economic-ecology system. In the system point of view, this study constructs the comprehensive monitoring index system of land consolidation from the implementation of land consolidation project, land use status in project area and the effect of land consolidation three levels. The monitoring system contains three first-level indicators, ten second-level indicators and twenty-two third-level indicators, covering the contents of the comprehensive monitoring system for land consolidation and involving the entire project life cycle.The result of comprehensive monitoring for Xiyan and Jianglu village land consolidation(the integrated quality level of project) is normal. Among the twenty-two factor layer indicators, there are five in the excellent rating, six in the good rating, eight in normal level and three in the poor rating. Above of all, the efficiency of the project planning and execution is not high, most of the targets do not put in place and construction effectiveness needs to be further improved.Reflections on the problems and reasons of the project through monitoring results, in the comprehensive monitoring system of land consolidation project of Xiyan and Jianglu village land consolidation in Xiyan town, Shanglin county, land consolidation system, land use system and social-economic-ecology system are in the uncoordinated pace. What’s more, there are some internal problems in each subsystem. To solve above problems, the system optimization paths are put forward respectively which takes three subsystems as the breakthrough point. All is in order to promote the healthy and sustainable development of land consolidation project.Systems engineering approach provides a new perspective for comprehensive monitoring of land consolidation, realizing the organic combination of quantitative and qualitative analysis. It can acquire and process monitoring indicators, calculate the monitoring results and judge the level of them. Practice has proved that systems engineering approach has a certain practical value. |
