The Structure And Feature Of Innovation Policy Under The Perspective Of Qualitative Analysis

China’s innovation system has government-led, policy-driven features. As the main driving force for promoting national independent innovation system, innovation policy has an important impact on the implementation of innovation. Therefore it is of great importance to promote national innovation start from micro policies, exploring the policy mechanism, revealing the operation mode of innovation policy in the specific event, fully understanding the policy role and excited law.There are two parts in this research which are innovation policies constitution and innovation policy role system. First, the general structure of the106innovation policies referred in the "national promoting policy for independent innovation policy analysis and research" were identified by co-word analysis. Then, the role of innovation policy system was discovered based on grounded theory code analysis of construction of Dalian Software Park. Last, for more in-depth analysis of China’s innovation policy features and limitations, a successful model from America was introduced as a comparative study in this thesis. Taking U.S. clean energy innovation policy as an example, with comparison of all the aspects of innovation policy in both China and the US, available references and recommendations were summarized which could probably make our innovation policy more scientific.Research shows that innovation policy includes policy objectives, policy objects, policy means. Function system of innovation policy in China is strategy-policy-the behavior of the system and that in the USA is strategy-legislation-administrative-assessment. Compared with that in the USA, China’s innovation policy development, implementation of program standards, strengthening post-evaluation, timely dynamic adjustment should be strengthened and improved.
