As a system of knowledge production, application, diffusion and dissemination, regional innovation system is a main power source to promote regional development and improve regional competitiveness, and policy innovation plays an important role in lasting protection of this power. In the analysis of regional innovation system, an accurate explanation of the formation of the policy environment is a premise of the operation of the mechanism and the operational effectiveness of the regional innovation system.
