As a system of knowledge production, application, diffusion and dissemination, regional innovation system is a main power source to promote regional development and improve regional competitiveness, and policy innovation plays an important role in lasting protection of this power. In the analysis of regional innovation system, an accurate explanation of the formation of the policy environment is a premise of the operation of the mechanism and the operational effectiveness of the regional innovation system. Policy formation is the result of many stakeholders, especially in the regional innovation system which is a more independent regional environment of limited resources, for which institutional arrangements are more important, and analyzing the process of such an arrangement is particularly meaningful.In the regional Innovation System, the persuit and interests expression of the innovation subject affects the policy formation, as the expression of different stakeholders are deviations (blind doctrine, short-term behavior), and the innovative activities of the interaction between subjects (the text information about the innovation of the second level in the accumulation of beliefs is through the joint interaction between the main study completed). The final form of the policy includes not only innovative vision of the subjects, but also the coordination of these subjects. Based on the above prerequisites, the article's overall research ideas are as follows:First, the article collects some revelant reference. The concept of regional innovation system and policy changes are explained and defined in the definition, which focuses on the process of policy analysis in the framework of the two main frame - the Advocacy Coalition Framework and the multiple streams of frame, these frameworks are to construct this article. The main theoretical source of the new framework, combining theory and perspectives described above, for the following analysis of regional innovation system in the policy formation process analysis in the framework of the theoretical groundwork to do.Secondly, it analyzes the regional innovation system and operation mechanism of the elements of composition. In the system, businesses, local governments, universities and research institutions are the main implementers of innovation, the main competition through regional cooperation and regional mechanisms for joint learning mechanism of the regional innovation system and knowledge of the mechanisms of external influence to complete the three mechanisms for regional interaction , and these interactions depend on policy support activities to complete. Reflect government policy in this process to promote development and protect the main system interaction.Again, it summarizes and analyzes the policy process theory and operation mechanism of the regional innovation system based on the proposed new framework for innovation policy analysis process. The article presents the policy change in the regional innovation system stakeholders into the policy accumulation of innovative information and innovative ways to express the vision, multi-channel coupling, deep belief in the kernel of resistance to innovation, innovation policy core beliefs of the five stages of change, and details about Each stage contains the main details of activities and innovative way, which is the regional innovation system a new framework for policy analysis. From the perspective of the policy process theory to solve the existing framework of a single policy analysis failed to completely solve the problem.Finally, the article takes Science and Technology Policy Change in the Pearl River Delta Innovation System as an example, in orde to prove the the applicability and feasibility of new technology framework, which can be used in the analysis of the process of policy change.
