Research On Quantitative Analysis And Optimization Strategy Of Shandong Province's Science And Technology Innovation Policy Tex

The 20 th Party Congress report proposed that "we must adhere to science and technology is the first productive force,talent is the first resource,innovation is the first driving force,in-depth implementation of the science and education strategy,the strategy of strengthening the country,innovation-driven development strategy,open up new areas of development new track,and constantly shape the development of new momentum new advantages." Under the new situation,science and technology innovation has become the key to enhancing China’s comprehensive national power.The complexity of STI dictates that its healthy development cannot be achieved without relevant policy intervention and support.As an important textual record of government intervention in the development of science and technology innovation,the study of its laws and appropriateness is an extremely important reference value for the continuous improvement and optimization of science and technology innovation policy.Regional innovation is a key part of national innovation,and as a major economic province in China,the effectiveness of Shandong Province’s development is crucial to the success or failure of national science and technology innovation.This thesis takes the reality of the low level of science and technology innovation in Shandong Province and the low contribution of science and technology innovation to economic development as the research background,and studies the text of science and technology innovation policy in Shandong Province from 2012 to 2022 through the perspective of public policy,aiming to discover the problems of science and technology innovation policy in Shandong Province,seek the improvement path of science and technology innovation policy,and ultimately enhance the science and technology innovation capacity of Shandong Province.On the one hand,this thesis uses social network analysis and other methods to analyze the external attributes of policies from the perspectives of policy time,policy type,policy subject,and policy keywords;on the other hand,from the perspective of policy tools,a three-dimensional analysis framework of "policy tools-innovation value chain-policy strength" is constructed,based on which the content analysis method is used to deconstruct and analyze the content of policy texts.The research results show that some policy types in the science and technology innovation policy system of Shandong Province are not balanced,the construction of policy subjects needs to be strengthened,the configuration of policy tools is unreasonable,and the use of policy tools in the application stage needs to be optimized.Based on the above findings,the following recommendations are made,mainly including:(1)improving the authority and operability of policies;(2)clarifying the rights and responsibilities of policy subjects to promote synergy and cooperation;(3)optimizing the use of diversified combinations of three types of policy tools;(4)optimizing the use of policy tools in the application stage of results;and(5)strengthening policy learning.It is hoped that the research in this thesis can provide reference and reference for the future formulation of science and technology innovation policies in Shandong Province and other provinces in China.
