With the full liberalization of China’s financial industry in2007, the competitive situation of the domestic banking sector is becoming increasingly fierce. On one hand during the competition of the primary branch, state-owned commercial banks are much-needed transformation, because of their over-reliance on the traditional model and behindhand business philosophy. On the other hand, the international forefront of new outlets "ideology and branch transformation" concept in the international banking industry has been fully affirmed, and in the implementation process has been very good practical results, to enhance the implementation of the competitiveness of the banks. As profit maximization bank outlets, profitability and sales has become the core issue of bank outlets appraisal. Therefore, the state-owned commercial bank branch transformation is imperative.Basing on the context of this environment, this paper researches and analyzes the grass-roots network of the Bank of China, Liaoning Branch, points out the problem, introduces the international frontier philosophy of "new outlets doctrine" and "branch transformation", and makes recommendations and guidance to the branch transformation. This paper makes the grassroots network of branches in Dalian, Liaoning Province, the Bank of China as the main object of study, and points out the transformation of the branch that should work from the hardware aspects of regional distribution, marketing, professional orientation, human resources and equipment and performance appraisal.emphasizing the actual situation of the Bank should be combined with the advanced international concepts, and focuses on building grassroots network characteristics and core competitiveness of the Bank of China. In the same time, it makes constructive comments to the way of branch transformation.
