With the development of economic and social, the importance of human resources arebecoming increasingly prominent, organization competitions are the talent competition in thefinal. Talent had already become China’s basic national policy too. Competency model is notonly a human resource management approach, but also a management tool, which can bewidely applied to various aspects of human resources; it can also be used in the public sectorhuman resource management too.Competency Model is the main method of competency identification, it also be known ascompetence trait model. In recent years, competency model has been extensively studied inmany countries in the world and have been fully applied in various aspects. Grass-rootsmanagement relating to plan or execute policy and plays a key role in the organization. It isnecessary to study the conditions of their competence. Meanwhile, the results of this researchcan also provide meaningful information to the selection, training and assessment ofgrass-roots management.Take the China Guangfa Bank for example, pay attention to the competency status ofgrassroots management in the state-owned banks and build their competency model. On thebasis of great reading literatures about competency, we summed up the development processof competency research and related research methods. At last, we decide to use behavioralevent interview as our main method, it is the most common and effective method in manystudies. We divided16grass-roots managements in a state-owned bank into two groups basedon performance standards, one group is excellent and another is common. There are8personsin each group. After sorting out the interview data and comparing code it and statisticalanalysis, the competency model of state-owned banks’ internal grassroots managementincludes a total of ten competency, they are: team leadership, program implementation,influencing skills, organization and coordination, information collection, communicationskills, initiative, overall concept, teamwork and responsibility. This ten competency leveland the corresponding behavior constitutes a grassroots management competency model,leadership and expert evaluation of the validity of the basic model is validated. We will modelinto China Guangfa Bank human resources management system in the recruitment, training,performance appraisal and employee career planning modules for applications, have achievedgood results.In this study, we start our research from practical work, the use of competency theory,Guangdong Development Bank for the study, constructed grassroots management competency model and are applied to state-owned banks related staff positions competency modelingprovides a reference to enrich the present there are concerns bank staff and managementcompetency research; this study also has important practical significance, building modelsand related outcomes in the unit’s personnel selection, training, performance appraisal andcareer planning and other aspects are application.
