In order to make the economic growth and CO2emissions separate, and get a superior position in the "green industrial revolution", our country put forward to speed up the construction of comprehensive transport system characterized by low-carbon clearly. As an important link in the transportation system, CO2emissions of port accounts for about10%of the transportation industry each year. Therefore, it is very important to control CO2emissions in a reasonable and effective way of port activities to achieve low-carbon development. In actual activities, people tend to pay more attention to the construction of green port, but ignore the low-carbon goal. There does not have a perfect evaluation system to evaluate the situation of low-carbon and green port, either. Based on low-carbon and green concept, we choose Tianjin port as the main research object to evaluate its comprehensive competitiveness.Firstly, on the basis of overview low-carbon economy and green economy, we summarize the basic connotation of low-carbon and green conception, and analyze the economics theory. Then we note the overall targets and the factors that effect the construction of low-carbon and green port.Secondly, point out the existing problems after analyzing the low-carbon and green condition of Tianjin port from internal and external environment.Thirdly, setup evaluation index system in combination with the practical situation of Tianjin port and a series of laws and regulations, and use cloud model method to evaluate the comprehensive competitiveness. At last, we find the factors that affect the final results through the comparison of cloud chart.Finally, we put forward countermeasures and suggestions to improve the comprehensive competitiveness of Tianjin port under the concept of low-carbon and green.
