As a fundamental industry of china, Road Transportation plays an important role in Modernization construction, giving a great contribution to the national economy and our social development. However, with the economic growth and the increase of the traffic, road transportation also brought great pressure on environment and resource, such as greenhouse gas emissions, energy consumption and noise pollution and other issues. In the past ten years, global carbon emission has increased by 13%, with the carbon emission growth rate in transportation sector reaching a staggering 25%. In The guiding suggestions on accelerating the development of cycle of low carbon green transportation, the Ministry of Communications proposed that in 2020, the basic formation of green cycling low carbon transport system will be founded basically, and low carbon transportation and green transportation will be greatly developed. With the development of low-carbon and green transportation system, building the evaluation index system of low-carbon and green transportation development can guide the transportation developing towards the direction of low-carbon and green, which has an important theoretical and practical guiding significance. The research content of this paper is as follows.First, it introduces the DPSIR model(driving force, pressure, status, influence and response). Also, it shows that the model can complete the comprehensive evaluation of the object in many aspects, such as economy, resources, environment and society, through explaining the internal causality and the application of the five modules in this model.Secondly, it studies economics basic theory as well as the internal mechanism of the low-carbon and green road transportation development, and accordingly from the perspective of economy, resources, environment and society, it analyses the relationship between the four aspects and low-carbon and green road transportation development, which provides theoretical basis for the construction of evaluation index system below.Thirdly, under the guidance of the relevant theories about road transportation development, it combines the low-carbon green road transportation and DPSIR model, constructs the evaluation index system, analyzes the 21 indicators of the index system in terms of quality and quantity, and completes quantification of the index. It also combines the integrated method and fuzzy comprehensive evaluation method on the basis of the constructed index system, and builds the index system for the comprehensive evaluation model.Finally, it regards the road transportation industry in Shandong province as the research object, comprehensively evaluates the development situation of low-carbon and green road transportation, makes analysis to the evaluation result, and puts forward the improvement measures to promote the development of low-carbon and green road transportation.In this paper, through the establishment of evaluation index system of low-carbon and green road transportation development, it promotes the scientificity and rationality of the research on evaluation of the road transportation development, provides reference for the low-carbon and green development of the industry and formulating relevant policies, which is of great significance to the low-carbon and green road transportation development.
