| With the continuous extension of sustainable development theory, negative externalities of urban road traffic problems get more and more attention. Especially in the context of the fast growth of the amount of China’s urban vehicle, urban traffic congestion problem is getting worse. Official statistics show that more than two-thirds of the cities have seen significant traffic congestion. Not just the in front-line cities in recent years, many second and third tier cities, also have suffered different degrees of traffic congestion, it really caused a lot of congestion costs, increasing the city’s operating costs. At present, cost estimation methods of urban road traffic congestion still has some shortcomings, subject to the limitations of statistical data, we ignore some of the factors in the calculation process. We need a method in line with China’s national conditions to provide a reference for the statistical agencies and to internalize the negative externalities of the congestion.Based on the above research background and purpose, the thesis mainly includes the following four sections:The first part mainly show the research background and significance. On this base, we state the concepts of externalities and its characteristics.The second part, we analyze the current status and cause of the problem of traffic congestion and based on this, we get clear criteria of traffic jams and its composition. It cost more time for the mass and reduce the overall economic efficiency. Meanwhile, in the congestion waiting time, the driver and passenger will get negative emotions.The third part, based on the analysis, combined with the development of China’s urban road traffic situation and congestion causes and costs, we get several proposals of improving monitoring system, developing public transport, achieving internalization of external costs and setting reasonable transportation planning. |
