Study On The Subcontract-planing Of Construction Projects

Construction industry is the pillar industry of national economy. It has a strong relevance and makes important impact on the formation and improvement of production capacity of other industries, but the overall operating performance of construction enterprises in China is not ideal, especially the large-scale construction enterprises, which are big but not strong, and its performance is inversely proportional to size,contrary to the theory of industrial organization.This paper explains the causes of "scale performance" mystery from the perspective of division of labor economy and puts forward the concept of the subcontracting plan, including subcontracting rate determination, subcontractor selection and subcontract plan. The necessity of subcontracting in the construction contracting enterprise is analyzed through value chain theory, resource capacity theory and strategic management theory.Construction project subcontracting belongs to the category of the division of economic organization, so by using the basic theory of New classical economics, this paper builds a model about general-sub contracting relationship evolution mechanism of construction projects to explore its inevitability, and makes inframarginal analysis on the utility of participators under different subcontracting rate, which indicates that the subcontracting rate is affected by the transaction efficiency of subcontracting project and the subcontractor specialized economic extent, and there is an alternative between two factors.This paper builds a model about how to make the optimal subcontracting rate according to the degree of economies of specialization and the ratio of manage cost.The choice of project subcontractor is directly related to the success or failure of the project, so contractor must carefully select subcontractor. This article applies the method of expert interview to analyze the validity, correlation and discrimination of the roughing index, and ultimately seventeen key indexes are elected to construct the comprehensive evaluation system of the subcontractor. This paper considers the matching degree of subcontractor and specific project as the sole evaluation criteria of subcontractor election, and introduces the matter-element analysis method to judge the matching degree of subcontractor and subcontracting project by measuring the similarity of subcontracting matter-element and classical matter-element or ideal subcontractor. The case studies indicate that the design of comprehensive evaluation system is reasonable, which can effectively reflect the ability of subcontractor completing subcontracting project. Besides, the matter-element analysis method has strong adaptability, scientificity and operability, especially in subcontractor election which uses matching degree as evaluation criteria.
