With the continuous reinforcement of China's overall national strength and the rapid increase of the economy, the ratio of the investment on fixed assets is improved continuously, especially, for large/extra-large, complicated, high-tech intelligent and integrated constructing projects which there have been more and more nowadays. The requirement is quite high on the coordination of the systematic interface and the controlling intensity. Thus, the total processing and integrating EPC project management mode has to be adopted.However, the implementation of general contracting is still at an early stage in China. The condition and the circumstance are not good enough on project risk management. And it still lack of the experience. With regard to project risk management, it's very difficult for risk identification. And it involves many aspects. It also needs more time to predict. There are many uncertainties in project risk management. The investigation on theory is still on the exploring stage. The gap with the international engineering general contractor is quite large. Therefore, during the implementation of the project, it can cause great risk. Therefore, it is that this article bases on the clear recognize of the development of general contracting projects in our country. Meanwhile, the acceleration of the pace is fully considered in project construction. The idea whether it is necessary to build project risk management theory system is set as fundamental start point. It also takes the aggressive innovation combining China's national conditions and the practical situations of project management. In this paper, based on the theory of matter-element extension methods, it utilizes matter-element extension model to investigate the process of project risk identification, evaluation and response measures. It involves at all the stages from the initiation to project operation. The significance of risk management is also clarified multi-dimensionally in project management. Thus, it can provide new ideas and theoretical principle to risk management of general contracting projects.
