The Research On Issues Of Housing Security Of Shandong Province

In recent years, housing problem has been one of the focus of attentions in China. Inmany cities, the price of housing is unaffordable and increasing fast, which may beobstacles on the process of harmonious society. The housing problem is important topeople’s livelihood. China is undergoing society shift and economic development modeshift, to resolve the problem people cared about makes difference. For this matter, Chinagovernment has established systematic housing security. Shandong Province governmentattaches much importance to constructing of security house, publishes a series of policy,and takes effect. However, there are some problems followed. Housing security level of acountry or a region is affected by a variety of factors." Temperate " housing security levelwill play a good role in promoting economic and social development.This article researches the data of economic development, resident demand andhousing market of2001-2011of Shandong Province, analyzing of the influencing factorsof the housing security and the problems of housing security system, and makingsuggestions for improving housing security. Article is divided into six parts, Part I:Introduction, introducing the background and significance of survey, summarizing thehousing security status of China and research of domestic and foreign scholars in the fieldof housing security, then pointing out the research methods and contents. Part II: the basictheory of housing security, including the theory of welfare economics and the early socialsecurity theory involving housing security, and introducing the concept and target ofhousing security, concluding the development history and status of low-rent housing,affordable housing, public rental housing and two limits housing. Part III: empiricalanalysis housing security influencing factors and significance of Shandong Province,selecting three factors, such as government supply, resident demand and housing market,which contains12indicators, to analyze the factors that influences housing security. Usingprincipal component analysis and sensitivity analysis of SPSS to calculate the impactfactors index, and finally using sensitivity analysis method for quantitative to analysis theimpact of various factors on the level of housing security, the results show that the level ofconsumption and living factors of residents makes the greatest difference on housing security. Part IV: the problem and the reason of housing security of Shandong Province,contrasting the expenditures of housing security and the economic status of ShandongProvince according to the conclusion of the third part. Then draw the conclusion that thelevel of housing security and economic development are uncoordinated. The analysissummarizes the question of housing security fund shortage and the governmentresponsibility is not clear, non-conformant security standard and imperfect coverage,imperfect distribution mechanism and management supervision system, finally analyzingthe reason of above problems. Part V: the suggestions to improve the housing securitysystem of Shandong Province, including that establish moderate housing security thatbased on economic development and residents demand; clear and definite governmentresponsibility and fund resource of housing security; define housing security object andcoverage reasonably; establish and improve the supervision mechanism and legal systemabout housing security. Part VI: conclusions and prospects, summarizing contents andconclusions of the thesis, and looking to the future of development direction andimprovement target of China’s housing security system.This paper makes Innovations in the following aspects. First, the research perspectiveinnovation, taking housing security of Shandong Province as research object, because thathousing security is affected obviously by regional factors such as economic level, residentdemand and housing market status, draws conclusion which is customized to policymakers.Second, research methods innovation, set about research from economic development level,resident demand and housing market, using principal component analysis and sensitivityanalysis to research the influencing factors of the housing security, expecting thatproviding reasonable basis for improving housing security policy.
