In recent years, housing security and high prices of real estate become two social hot issues inChina. With the rapid economic development, urbanization process, and the development of realestate, especially the scale and speed of housing construction continue to increase. The real estategradually becomes an important part of our national economy, it’s an important engine ofpromoting national economic development. Economic development brings the accelerating ofprocess of urbanization, large numbers of people move into the city, the supply and demand ofHousing market imbalance, the housing needs of lower-middle class can not be met under the highprice, The government began to carry out the housing security policies.From observations over the years, relative to rising prices and low-income housing needs, theeffect of investment in housing security is very limited. Therefore, in the point of the coordinateddevelopment of national economy, regulating the housing security and housing market is veryimportant to stabilize the housing market, but also develop the housing security, solving housingproblem of low-income. Housing security and housing market need a reasonable framework toproduce a positive impact with each other, Coordinated developing and maximizing social utility.This paper analyzes the real estate market system and housing security system of China, andcomprehensively describes the mechanism of the housing security to the real estate market, basedon the theories of the social security, equity and efficiency, state intervention,and housing filtering.In the empirical analysis, at first, from the perspective of macroscopic, using the coordinationdegree model to analyze the coordination of development of housing security and housing marketfrom1998to2010; Then from the perspective of the various regions, using the Gaussian kerneldensity estimation method to analyze the level of development of affordable housing and housingmarket in the regions from1999to2010, making an assessment of the development of theregional housing security and housing market. The results showed that the coordination of housingsecurity and housing market in China experiencing a constantly decreasing trend. Thedevelopment of each region is different, but the whole appears a declining trend, the middle andwest regions is better than the east ones.
