Food safety related to the health and lives of the public security, the relationship betweeneconomic development, political stability, social harmony and national image. Over the pastdecade, with the accelerated pace of economic globalization and trade liberalization, food safetyissues has highlighted the international community is facing a major social issue. Food safetyinvolved with every consumer-sensitive nerves, but also a test of the regulatory capacity of theChinese government on food safety. Frequent food safety issues affect social stability, but alsoaffect the government’s image in the hearts of the people. Improve China’s food safety regulatoryapproach, the objective need to effectively protect the security of the broad masses of the peopleeating there are many shortcomings and deficiencies, but China’s current food safety regulatorymodel, leading to poor oversight of food safety, improve regulatory model imminent. Regulationof food safety is a systematic project, which involves the management, legal, political, technical,and economic fields. Chosen for this study as the main content of Reflection and Reconstructionof China’s food safety regulatory mode, can occur because of food safety issues, focusing onanalysis of the problems in government regulation, compared the management mode of thedeveloped countries, combined with the current situation of our country, comments andsuggestions for strengthening food regulatory.This thesis is based on theoretical knowledge of food safety regulatory development historyof our country in recent decades, the analysis and comparison of different analysis of existingcommon contrast exists, with an emphasis on the present stage of China’s food safety supervisionbig subject and the regulatory process, concentrated more advanced international food safetyregulatory model analysis, combined with the reality of our country, and put forward suggestionsand countermeasures of China’s food safety regulatory model.This paper is constituted by the six chapters: Chapter I is an introduction, the main researchbackground, the paper discusses the research significance, and analysis of the research status athome and abroad; Chapter II related concepts and theories expounded mainly on food security,the definition of the concept of food safety regulation set forth the proposed theory, including thetheory of market failure, government failure theory and asymmetric information theory; ChapterIII of the historical changes and mode status quo of China’s food safety supervision on China, thehistorical changes of the food safety regulatory statements, at the same time carried out adetailed analysis of the three regulatory body in the country at this stage in the food safetyregulatory model, focusing on the comparison of the social benefits and social costs of consumption of the three major regulatory body in the food regulatory process. This chapteranalyzes China’s food safety regulatory model; Chapter IV for the problems and the reasons forChina’s food safety regulatory mode, focused on analyzing the problems of China’s food safetyregulatory mode, and to explore which reason; Chapter V for the developed countries, foodsafety regulatory model and its revelation, Europe and the United States and other countries, forexample, analysis of the developed countries food safety regulatory approach, and pointed outthat the reference to the enlightenment to China; Chapter VI of the reconstruction strategy forChina’s food safety regulatory approach, the proposed re-target structure, specifically discussesthe path reconstruction.This thesis, can contribute to the improvement of China’s food safety regulatory mode, theprotection of the relative safety of the food to improve the effectiveness of the implementation ofChina’s food safety supervision, has a key role to protect the people’s health.
