Research On Food Safety Supervision Under The Mode Of Integrated Market Supervision

With the improvement of people's living standards,higher requirements are put forward for material and cultural life,and more attention is paid to food safety.In recent years,food safety issues have become more frequent and sharp,becoming an important livelihood issue of people's attention and the key difficulties of government supervision.At the same time,they have exposed some problems in the food safety supervision of the government.The reform of the market supervision system has begun.However,in the process of promoting the reform of the market supervision system,it involves a wide range of issues,many members,and a large degree of complexity,widening regulatory areas and increasing regulatory functions.By integrating past functions in different regulatory authorities into one department,the phenomenon of “overlap” and “gap” appears between each other after the superposition of personnel,authority,supervision,etc.The pressure of construction of supporting regulations,systems and testing systems has made all aspects of food safety supervision face an imbalance in food law enforcement,the content of food supervision responsibility is not equal to the scope of authority and incentive mechanism,there are contradiction among law enforcement procedures,law enforcement basis,and law enforcement subjects,food law enforcement personnel have ambiguous powers and responsibilities,low level of law enforcement,and insufficient integration,insufficient information,scientific and systematic construction of food safety supervision;scattered food testing resources and low efficiency.Under the reform of the market supervision system,this paper includes five parts: integrates food safety supervision resources,from a sound food safety law enforcement system,innovative food safety supervision mechanism,comprehensive market supervision,and builds a proper number and high level of food safety.It will form a unified,authoritative and efficient food safety supervision system with clear regulatory objectives,clear responsibilities of the regulatory authorities,in-depth supervision and enforcement,and seamless integration of the whole process.
