Old Industrial Injuries Included In Social Insurance Management Research As A Whole

It is an important and pressing historical task for the improvement of the Social SecuritySystem, the one of Industrial Injury Insurance in particular, to achieve the convertion of theIndustrial Injury Security System from the Unit Security System (the Employer System) ofthe planned economy to the Social Insurance System of the Socialist market economy by bri-nging the old industrial injuries into the overal management of industrial injury insurance wh-ich will cover all sorts of industrial injuries, old or new. In the meantime, this will lead to thesolution of a very important historic legacy problem and have a far-reaching effect on the dev-elopment of Social Securtiy System.This research extends in the order of posing problems, analyzing problems and solvingproblems. In the first place, the research and pracitce histories of the work injuries insurancesystem home and abroad are discussed, and the Equity Theory, Theory of State/GovernmentIntervention, Welfare Economics, Welfare Compensation Theory and Hierarchy of NeedsTheory are proposed to analyze the old injuries issue. In the second place, the definition andcharacteristics of the old industrial injuries, the cause of this issue and the necessity of solvingthis issue are made clear in this research. In the third place, the processes and model of bringi-ng the old industrial injuries into the the overall management of Social Insurance are studied.In the fourth place, the current state of the old industrial injuries of Shandong Province is ana-lyzed along with the probing problems facing them. In the fifth place, policies concerningbringing them into the overall management of industrial injury insurance are evaluated inview of Fayol’s theory of management functions. In th last place, suggestions on improvingthe issue are put forward.
