Research On The Evaluation System Of The Irregular Flight Recovery Strategy For The Shandong Airlines

The civil aviation is the strategic industry in the economic society development of our country, In recent years, with the rapid development of the civil aviation, the service ability and the level of safety have improved significantly, so the civil aviation has made the outstanding contributions to the reforming and opening and the socialist construction of modernization for our country. To the Shandong airlines who undertake the transportation activities, the contradiction between traffic flow and airspace resources has been prominent, and the irregular flight occurs frequently which has brined the losses to the airlines’economic but also the social public interest. Therefore, the management of the irregular flights recovery has become the focus of the Shandong airlines operation control.From the operation control personal perspective, combining with the actual operation control environment, the evaluation index system of the irregular flight recovery strategy for the Shandong airlines was analyzed, and a method for evaluating the irregular flight recovery strategy was proposed in this paper. First, the reasons for the irregular flight were summarized, and the current recovery strategy was described in details form canceling, combining, delaying, swapping and adjusting flights. On this basis, combing with the operation environment, the hierarchical index system of the irregular flight recovery strategy was established to finish the research on the evaluation index system of the Shandong airlines by investigating the operation personal and the exporters.Finally, considering the correlation between each indicator, the model of the irregular flight recovery strategy of the Shandong airlines was studied and established by using the theory of fuzzy comprehensive evaluation and the expert investigation method, and the recovery strategy of the operation control person was evaluated effectively.
