It was proposed in CCP17thcongress that to accelerate construction of the socialisticnew village, to improve the modernization of agriculture and increase farmer’s income, toconcentrate improving the farming structure, to accelerate rural development has become thetask of China’s "three rural" issue. Since Chinese entrance to WTO in2002and foreignagricultural market competition started, on the one hand, it has brought to China greatChallenge, on the other hand, Sped up the rapid development of agricultural market. At thesame time, after the execution of the central western development policy, more marketizationof agriculture, globalization has brought enormous challenge to farm production in the TarimBasin.Our study area Qiemo County which is located in the Tarim Basin is focus of thisresearch, the application of historical document analysis, statistical analysis and DPS systemanalysis, and farm survey and expert interviews is used to study the crop structure adjustmentfrom1995to2011.At the same time, we used both quantitative, qualitative methods to analyze the the cropstructure changes and its relation with the local socio-economic situation. Explore the impactsof changes in farm structure in different time periods on the local economy and environment;explore the kinds of improved planting mix and the impact of various government policies onlocal crop structure change, and local ecological, social and living standards of farmers andherdsmen economic benefits as the basis, an attempt to find best crop structure model for thearid, semi-arid, the improvement of agriculture and animal husbandry for sustainabledevelopment of Xinjiang.The study results showed that:(1) Since1995, the Qiemo oasis crop structure dominated by traditional self-sufficientgrain production into the grain based, but also cotton, fruits and other cash crops for theintegral development of the secondary position. In recent few years, especially after China’sparticipation in the WTO crop structure has changed dramatically. For the development of thedual structure of the portfolio from2000s, two dimensional the food and cash crops structureto food, economic and special fruit industry the crop structure diversified portfolio.(2) Crop structure adjustment drivers include mainly the implementation of variousgovernment policies and guidance, social and market demand, technology and a wide varietyof material inputs to improve the production which have resulted the oasis crop structurechange in Qiemo Oasis. Material inputs including fertilizers, pesticides, science and technology, mechanization and other material aspects of the investment have directlyimpacted crop production.(3) The farming component type proposed the Qiemo oasis farming structureimprovement measures become more suitable principle. In the regulation of the Cabinet of theCCP Central Committee and autonomous regions, the superiority of the natural resources ofthe region, fully developed layout suitable for crops, extended crop cropping index, the fulldevelopment of multi-cropping, scientific and technological progress led to progress inagriculture, has been developed in accordance with the principle of sustainable development.
