Tarim Basin is located in the inland arid region in western China, there are large numbers of ethnic minority in the local area. Due to historical and cultural reasons, farmers engage in non-agricultural employment rarely and agriculture is still the main source of income for farmers. Based on the region's special climate, soil and other natural conditions, cotton is the main agricultural product, and the agricultural production structure is relatively simple, farmers' agricultural income is mainly obtained by the cultivation of cotton, so when the price of cotton fluctuates, farmers will face huge agricultural risks. In order to reduce the risks of agricultural production, at the same time according to this region is rich in light and heat resources this area is more suitable for growing high-value cash crops, local government has proposed a plan called "Fruit and Forest Planting around Tarim Basin". This program encourages farmers to expand cultivation of fruit trees while ensuring food security and stability of cotton. However, since the household responsibility system was established in China, farmers are the ultimate decision makers of agricultural production and operation. And because there are many differences in family characteristics, resource endowments between different household, even facing with the same policy, the response of different farmers are not the same, and their agricultural production decisions are different.Under such a background, the paper chooses Awati County which is located in the Tarim Basin for the study area. Through the empirical model of the area of fruit trees interplanted, analyze of the factors which affect farmers' planting decision behavior under the same policy, find entry point of transforming household behavior, and propose workable policy recommendations for how to guide farmers' behavior. The main method of this paper is the empirical analysis, and the mathematics model is the Tobit Model, and main contents include:Firstly, review of the related literature about Behavioral Economics and Theory of household behavior at home and abroad, reviewed the relevant factors which effect farmers' behavior.Secondly, introduce the natural conditions and cropping of Awati County, then make a description of the research data, according to the survey questionnaire, do a descriptive statistical analysis of household data.Thirdly, based on previous research results, construct the theoretical framework of this article, according to the research objectives, choose the empirical model and related variables, analyze the expected impact of the variable results, and then use Tobit model to analyze farmer's decisions about intercropping fruit trees. The results show that:age of household head, age of household head squared, the nationality, fixed assets, the number of savings and loans, the number of blocks, parts of regional dummy variables have significant correlations with intercropping fruit trees.Finally, summarize the results of empirical analysis, and propose some relational policy recommendations... |
