The greenhouse effect based on CO2emissions is more and more serious and attracted worldwide attention. The world including China are rediscovering the mode of economic growth, and gradually shift from the pursuit of economic growth to sustainable development. Gansu Province as one of a typical resource-based industrialization provinces in China, it’s economic development strongly dependent on resources especially non-renewable resources. In order to reduce emissions without pulled down the economic development of Gansu, research for the source of economic growth is very necessary.Firstly, the paper introduces the research status, theory and analysis methods. Then analyze the status and characteristics of industrial CO2emissions in Gansu Province. And use the stochastic frontier production model to decompose total factor productivity of38industrial sectors in Gansu Province from2005to2011, to measure and estimate total factor productivity growth from technology progress, changes in technical efficiency and change in scale efficiency of Gansu industrial. The test results showed that:1.The total factor productivity of the Gansu’s industrial sectors in the seven years from2005to2011is growing year by year, the most important sources of which growth is technology progress, changes in technical efficiency and scale efficiency pulled down the total factor productivity of industrial sectors.2.The traditional industry in Gansu growing mainly by investment in energy and other resources.
