Competition in the domestic television media by its very nature is a talent competition, the television media to enhance the core competitiveness of the primary means still to explore and develop talent. To explore, to attract and retain qualified personnel, the establishment of a sound, a sound scientific incentives to become provincial TV stations urgent work to be done. The provincial media incentives to develop how to start it? From existing case studies, most of them just stay in the theoretical discussion, still a big gap between theory and practice, the provincial media incentives case studies is relatively small. Therefore, this paper attempts starting from the point of view of management and psychology, in the framework of the theory of incentives, from incentives, remuneration, incentive, incentives and other aspects of the control of the provincial TV stations on the status of human resources incentives analysis, through the analysis, some suggestions on how to improve human resources incentives of provincial TV stations. Gansu TV, for example, combined with the success stories of other provincial TV stations, analyze and identify the problems and deficiencies in the Human Resources of Gansu TV incentives for domestic innovation and reform of provincial TV stations, to explore the theory of human resources incentives to provide a new way of thinking.
