This paper, by using2005-200772724Chinese scale above manufacturing enterprise data, studies the different system of ownership to the enterprise innovation input, innovation output and innovation efficiency of the influence, and further analysis the industry heterogeneity, regional marketization degree of different ownership enterprise’s innovation activities to adjust action. The empirical findings suggest that:(1) compared with other ownership enterprises, state-owned enterprise innovation investment more, innovation output capacity stronger; The private enterprise innovation efficiency higher;(2) from industry and regional heterogeneous mechanism of empirical results show that the industry concentration will promote enterprise’s innovation investment, but state-owned property weakening the promoting role; The higher the chance to industry technology, the industry of state-owned enterprises’ innovation ability is stronger; Trade barriers to entry to the innovation of the enterprise investment and innovation output, but for state-owned enterprise innovation efficiency have promote role; In the industry to Hong Kong, Macao and capital permeability of enterprise innovation input, innovation output and innovation efficiency all can produce negative effects; In the industry to the foreign capital permeability can promote enterprise’s innovation input, innovation output and innovation to enhance the efficiency of; The higher the degree of marketization, state-owned enterprises and private enterprises’ innovation ability is stronger. The empirical results for the study of Chinese present enterprise structure transformation and industry access provides a very important reference value.
