China's economy has entered the transition period of new and old driving forces,the importance and urgency of scientific and technological innovation has been paid more and more attention by the party and the government at all levels.In 2018,secretary Liu Jiayi pointed out at the mobilization Conference for the major project of new and old energy conversion in Shandong Province: "in 2016,the output value of high-tech industries in the province accounted for 33.8% of the industrial output value above Designated Size,7.7 and 6.3 percentage points lower than that of Jiangsu and Zhejiang respectively,and 1.1 percentage point lower than that of our neighbor Henan...These figures reflect the weak technological innovation ability of our province ".At the same time,according to "China Regional Science and Technology Innovation Evaluation Report 2016-2017",the comprehensive scientific and technological innovation level index of Shandong Province in 2017 was 64.83,ranking 10 th in the country,down 3 places over the previous year.At present,the economy of Shandong Province is in the power transformation period of climbing and crossing the barriers.However,the overall scientific and technological innovation ability of Shandong Province is not strong,the scientific and technological innovation ability of core cities is not prominent,and the regional heterogeneity of the allocation of scientific and technological innovation resources presents an expanding trend,which makes the incoordination of innovation and development of Shandong Province increasingly prominent.Therefore,it is of great significance to deeply understand the regional heterogeneity and evolution characteristics of science and technology innovation ability in Shandong Province for realizing the transformation of new and old driving forces and promoting the healthy and high-quality development of economy.This article first sorts out the relevant literature on scientific and technological innovation capabilities and introduces the concepts and theories involved.Secondly,based on the current status of regional scientific and technological innovation development in Shandong Province,an evaluation index system is constructed from the perspective of capability structure,uses the doubly weighted gray relational TOPSIS method to dynamically evaluate the regional scientific and technological innovation capabilities of Shandong Province,uses related statistical software and visualization tools to cluster and visually analyze the measurement results,and comprehensively uses the Theil index,Moran index,NICH index,etc.Analysis of overall capacity differences,intra-regional differences,inter-regional differences,and spatial autocorrelation,focusing on the study of the regional heterogeneity of scientific and technological innovation capabilities in Shandong Province;then,the characteristics of the dissipative structure of the regional scientific and technological innovation capabilities of Shandong Province,Measure the evolution status of science and technology innovation capability systems and subsystems of various cities,judge the evolution direction and trend of science and technology innovation capabilities of various cities;Finally,summarize the results and conclusions of the regional heterogeneity and evolution of science and technology innovation capabilities of Shandong Province,based on Shandong The regional heterogeneity of provincial scientific and technological innovation capabilities provides targeted countermeasures and suggestions for improving the regional scientific and technological innovation capabilities of Shandong Province.The results show that:(1)the regional scientific and technological innovation capacity of Shandong Province showed a growth trend from 2009 to 2016,,but the overall gradient difference was significant,showing a more obvious "pyramid" type stratification phenomenon;(2)the spatial distribution of scientific and technological innovation capacity of Shandong Province was extremely uneven,showing a significant "strong east and weak West" spatial pattern characteristics;(3)the high growth of scientific and technological innovation capacity of Shandong Province And the higher growth areas gather to the eastern coastal areas,and the focus of innovation growth shifts to Qingdao,while the growth of urban science and technology innovation capacity in central and Western Shandong is relatively slow;(4)the regional science and technology innovation capacity of Shandong Province has a positive spatial overall correlation but not significant;(5)from the perspective of the total entropy change,the regional science and technology innovation capacity system of Shandong Province presents a gradient growth trend,most of which are The entropy change of scientific and technological innovation ability system in different cities is in the state of entropy increase,which has not evolved in the direction of order.We need to strengthen policy guidance and industrial support to promote the orderly evolution of scientific and technological innovation capacity in all cities.
