Research On The Farmland Conversion’s Mechanism And Institutional Innovation In The Process Of Urbanization

With the rapid development of China’s industrialization and urbanization, the contradiction between land supply and land demand has become increasingly prominent. Since the reform and opening up, the urban-rural dual land structure has seriously restricted China’s economic transformation. The unreasonable farmland conversion institutional arrangements and the conversion mechanism are the main reason of current extensive economic growth, the ecological environmental degradation, the frequently land acquisition problems. The farmland conversion is the inevitable choice of urbanization, Nowadays. The only legal way of farmland conversion in China is the system of the administrative land acquisition,Practice has proved that it has become the root of many social problems, the need for mechanism conversion and institutional innovation is necessary.In this paper, we take the current farmland conversion mechanism as the full text of the logical starting point to explore what is the current farmland conversion mechanism? Under this mechanism, do the farmland conversion efficient? In order to improve the farmland conversion mechanism’s efficiency of the allocation and social welfare, what kinds of farmland conversion mechanism do we need? How to develop institutional innovation to protect the new mechanism for the effective functioning of the market system? This is the main line of this paper. Follow this logic, we launch an in-depth research on the conversion mechanism and institutional innovation on the farmland conversion in the process of urbanization.Urbanization is the source power of the new round of reform, the farmland conversion system innovation is the system of urbanization bonus. In the process of urbanization, According to the use of the basic theory and principle of the related disciplines, we draw on experience and parts of the country pilot experience foreign market economy countries, farmland resources in the non-agricultural market allocation, comparative analysis of farmland in the efficiency of resource allocation and welfare losses, the farmland conversion mechanism to convert the institutional arrangements included in the scope of system analysis. Besides, we try to identify the impact of farmland conversion factors for the purpose of land to build a unified market, on the one hand, from the perspective of farmland capability consistency between urban and rural areas and elements of effective allocation of farmland conversion system innovation and reconstruction of rural land requisition mechanism; on the other hand, we use the date from2000to2010to build a model to prove that the government-led "land finance" over farmland conversion of the important reasons, then we put forward the "collective led,government regulation" model of farmland conversion mechanisms direction and configuration of agricultural land by the planned mechanism to scientific market mechanisms into an empirical study. Finally, we propose the scientific macro-control mechanism, formal farmland conversion system innovation, the system of household registration system reform and improve the farmland expropriation compensation regulatory system innovation protection of farmland conversion market mechanisms.
