As a vital part of land consolidation, farmland consolidation is not only theimportant mean of controlling the quantity and regulating the quality of farmland, butalso the only way for China to transition to a resource-saving society under the newcondition. The measurement of potentiality of farmland consolidation is the basicprinciple for guiding farmland consolidation. Therefore, how to precisely define thepotentiality of farmland consolidation and evaluate the potentiality of farmlandconsolidation are the key points in the research of the farmland consolidation theory.After standardizing and refining the process of measuring the standardcoefficient of farmland, this paper improves the method of calculating quantitypotentiality of farmland. Besides, this paper puts forward a method of measuring thequality potentiality of farmland based on comprehensive analysis of the influentialrelation between farmland consolidation and farmland grading factors which can helpto explore the potentiality of index of natural grade and the potentiality of landutilization coefficient. Moreover, derived from the comparison of contribution to thepotentiality of production between the quantity and quality potentiality of farmland,the measuring method aiming for the potentiality of farmland consolidation isproposed. This paper is verified by a case study of Yugan county in Jianxi province.The results show: in Yugan county, the potentiality of quantity in farmlandconsolidation is1426.55hectares, and the average ratio of new farmland increased is2.03%, which is at a relatively low level. After farmland consolidation, the quality offarmland can be improved by0.95utilization degrees (15degrees in nationalstandard). The potentiality of quality is high. The potentiality of production is high,which is about110,000tons and contributed by the potentiality of quantity and quality;the value of contribution is about10,000and100,000tons respectively. The rationbetween them is nearly1:10, indicating the potentiality of quality accounts for themost.The conclusions: Firstly, using the method of measuring the comprehensivepotentiality of farmland consolidation, the potentiality of quantity, quality andproduction can be calculated precisely. And these potentialities can be applied for dividing the important regions of farmland consolidation. Secondly, the contributionof potentiality of quality is much larger than the potentiality of quantity in the processof boosting the potentiality of production, which indicates that how to get morepotentiality of quality should be the focus of land consolidation. Thirdly, regarding thepotentiality of production as the main purpose of potentiality of farmlandconsolidation not only adapts to the need of protecting the national foodstuffproduction but also avoids concentrating too much on the potentiality of quantity,which is widely observed in current research and application of farmlandconsolidation. And finally, the method of measuring the potentiality of farmlandconsolidation, which involves the present situation of land utilization, the generalprogram of land utilization and the dates of degrees in farmland, takes quantity andquality into equal consideration, supports the formation and amendment of theprogram of land consolidation in theory and technology, and is meaningful to thearrangement of farmland consolidation in time and space sphere.
