Agriculture is the foundation of economic and social development,an importantsupport of The development of the industry and service industry, an important guarantee ofpeople’s normal production and life, but also an important basic of the stability of thecountry. As a large agricultural nation, the basic status of agriculture in national economyin China is more outstanding. In the development of agriculture, both infrastructure and theupgrade of industry can not leave the government’s financial support. Increasing thefinancial support is of great significance to the healthy and orderly development ofagriculture. Under this background, this paper takes the Pingyin country of Shandongprovince as a study object to do the study.This paper starts with the theoretical and empirical analysis. Firstly,analyzing of thenecessity of financial support for agriculture from the point of the public finance theory,public goods theory and endogenous growth theory. We can conclude that agriculturaldevelopment needs finance to play a positive role. Then this paper analyzes currentachievement and the insufficiency of PingYin country’s financial support for agriculture.According to the data of financial support for agriculture and the output of agriculture,forestry and fishing, we can get the conclusion that the fiscal spending of Pingyin countryis positively correlated with agricultural development and different expenditure hasdifferent pull function, using Eviews econometric tools. Further combining with thesuccessful experience of finance support for agriculture of Shouguang city, Zhucheng city,and Taizhou city, we offer the proposal of financial expenditure of Pingyin country forAgriculture development.
