The paper proposes countermeasures to solve these problems. At last, it proposed the relevant revelations for state-own forestry enterprisers’ reform by basing on the experience of Jilin forest industry group’ reform, including the government leading role of the reform, the reform of the forest resources management system, the Joint-stock reform,the transfer of social functions and maintenance of the rights of the staff.
