Study On The Typical Pattern And Performance Evaluation Of The Reform Of State-owned Forestry Stations In Jiangxi Province

As an important existence of forestry development in our country, state-owned forestry stations, play an irreplaceable role in the society of ecological protection and economic development. Therefore, the country has been put high attention on the development of state-owned forestry stations, and through several rounds of reform, normalizes the operation and development of state-owned forestry stations. In March 2015,as the reform scheme of state-owned forestry stations came on, a new round of reform formally opened the prelude. Therefore, in this context, the study of the practice of the new round of reform of state-owned forestry stations in pilot province is highly theoretical and has practical value.As a representative province of Southern collective forest zone in China, the development reform of state-owned forest stations in Jiangxi province are always walk in the forefront of the other provinces. In the new round of reform of state-owned forestry stations, Jiangxi province has also become one of the provinces with rarely overall reform in the country. So, through the practical study of the new round of reform of state-owned forestry stations in Jiangxi province, would not only benefit the reform in Jiangxi province deepening and advancing, more be beneficial to provide a reference for a nationwide reform of state-owned forestry stations.For this purpose, the research of state-owned forest stations firstly teases the literature reviews, and then combining the reality of reform, defines the concept of state-owned forest stations. Subsequently, the study reviews and summaries the process of the reform of state-owned forest stations in Jiangxi province, and discusses the main causes of failure of all previous reforms. On this basis, we review the current situation of the development of the new round of reform of analyze in Jiangxi province, and use the method of quantitative and qualitative to analyze the typical business model, reform performance and shortcomings. The main conclusions are as follows:Firstly, the process and lineage of the reform of state-owned forest stations in Jiangxi province is based on institutional change. The main causes of failure of all previous reforms can be summarized as: suit with policy effect is poor, the reform did not pay attention to the social environment, reform direction and thought contradicted.Secondly, the main process of the new round of reform could be divided into restructuring, defining quality, insuring, reducing people, stripping and transformation. Through the "six steps", the reform implements the management system, reduces the burden of forest stations, guarantee the people's livelihood and improve the quality of the forest. But, in faces of workers' securities, infrastructure, management way, the unit properties and so on, the reform still need to be furthered and deepened.Thirdly, from the practice of the new round of reform of state-owned forest stations in Jiangxi province, we could divide the business models into two categories: "extensive public forest model" and "investment model". And the study discusses the advantages and disadvantages of the two kinds of typical modes, from the faces of forest resources, workers' guarantee, production and operation. Besides, the research discusses such problems: management contracting system, undertaking system, the industrial chain and forest property rights.Fourthly, using grey correlation analysis, the study evaluates the performance of the two modes of three typical state-owned forest stations after reform. According to the results, we can find, the performances of Chongyi forest investment firms and Suichuan wuzhifeng station are positive, but Suichuan yunling station has negative changes.Fifthly, with DEA method, from the dimension of ecological benefit and economic benefit, we carry out the study. We find under the existing technology and management level, the performances of the reform of state-owned forest stations in the ecological dimension of and economic benefit all have volatility, and the volatility is inconsistent. After the reform, the compatibility of ecological benefit and economic benefit still has a large room for improvement.Based on the above research results, the paper puts forward countermeasures and suggestions from four respects: more suitable cases for the reform of state-owned forestry stations in the southern forest zone, actively guiding the state-owned forestry stations to establish reasonable management system, strengthening the control of forest property circulation, continuing to perfect the current two business development mode.
