Since the labor contract law being implemented in2008, labor dispatch, as a skill mode obtained first leagle recognition, but labor dispatch industry has prospered abnormal as the laws and regulations being not perfect at that time. In the last few years, the amount of labor dispatch employee boomed, it reached37million in2012. In practice, such as the same labor but different pay, damage to the workers legal rights and interests, use labor dispatch employees on the main post which is not suitable for them, exist widely. Based on the present situation, the NPC passed the amendment of labor contract law on December28th2012, it will be implented on January1st2013.This paper makes empirical analysis about the impact of using labor dispatch employee to productivity by taking company A for example background of amendment to the labor contract law. Starting from the change of unit working time output value and once qualified rate of each month after A company relocation, and take account of high fluid rate of labor dispatch employee, make a hypotheses that staff engagement of labor dispatch employee is lower than that of contract employee. And the workers were investigated by the Gallup Q12Questionaire for staff engagement. Then use SPASS Statistics19.0Chinese version to calculate Cranach’s Alpha score. Last get the conclusion that staff engagement of labor dispatch employee is far lower than that of contract employee and go against productivity.Different operating time of different workers who has different monthly time in position is measured by industrial engineering method, according to these values, obtain workers’production efficiency. According to proportion of different positional time workers of the production line, calculates possible production efficiency value of the production line when it is composed by labor dispatch employee wholly. Then calculate the productivity by substituting production efficiency value and average labor cost into the pre-defined productivity formula respectively, gain the deduction that the productivity of labor dispatch employee is lower than that of contract employee. Followed that, adjust the manpower allocation of production line according to the preceding hypothesis, after one month practical running, calculate the production efficiency value, and comes to the conclusion that the productivity of labor dispatch employee is lower than that of contract employee.Conclusions:using labor dispatch employee may save recruitment cost, termination cost, welfare expenses even social charity cost,but low staff engagement, high fluid rate, low staff morale make productivity decrease while unit labor cost increase, bring losses to the employment unit at last.
