With the accelerated processes of economic globalization and the rapiddevelopment of information and communication technology, services advance rapidly.At the same time, the more intense multipartite competition is also brought tointernational market. As a consequence, enterprises devote the limited fund, energyand other resources to developing core competitiveness. Therefore, the outsourcingwhich some of the basic non-core business could be transferred to Third-partycorporation comes into being. Nowadays, many countries and regions are aware of thegreat potential of outsourcing which deeply promotes economics, so they put it intoreal operation. It could be clearly seen from India and Ireland’s economicdevelopment in current years that outsourcing could propel national economyeffectively and healthily. Outsourcing bears huge amount of information technology,consumes less resources and provides more employments, so that it becomes the hotindustry in the background of developing green economy in many countries andregions. Jinan is one of the model cities of outsourcing among21cities in China. Asthe provincial capital city, Jinan possesses well-established infrastructure system,abundant human resources, and many software parks. Therefore, Jinan has thestrength of science and technology, as well as the power of developing software. Forthese reasons, Jinan should grasp this historical opportunity, and make a clear idea ofthe developing outsourcing so as to achieve the development of outsourcing rapidlyand effectively in Jinan.The basic research object of this thesis is outsourcing. Firstly, this thesis makes aclear literature review about outsourcing, and introduces the definitions,classifications, characteristics and the relevant theoretical models in theoreticalframeworks. After that, it uses Michael Porter’s Diamond Model and combines withthe current situation and exited problems of outsourcing in Jinan to analyze the sixfactors which affect industrial competitiveness respectively. Then it analyzes andcompares the development modes of India and Ireland–the two main outsourcing countries, as well as the key industrial parks in China so as to provide somesuggestions for Jinan’s outsourcing. At last, this thesis comes up with Jinan’soutsourcing mode type according to the competitiveness evaluation system, providesa practical new mode through the position analysis of Jinan outsourcing, and presentssome corresponding policy suggestions.
