Study On State Land Supervision System In China

With the acceleration of industrialization and urbanization since the national reform and opening up, the contradiction between protecting arable lands and economic developments has becoming more and more prominent due to the national situation of high population and relatively inadequate arable lands. As a result, the pressing needs of reasonable utilization of lands posed an urgent challenge to maintaining the food security of the country and long-term stability of the society, which drew great attention to these problems from both the government and the people. In order to strengthen the supervision of local government under the central government and promote the local rationality and legitimacy, the State Land Supervision System (SLSS) emerged along the local development.Ever since its establishment and implementation in2006, the SLSS has actively regulated land use and management of local government, coordinated local and central governments’ interests, and promoted the execution of central land policies within local area.However, problems of land supervision practices still exist, which hindered the land supervision practices to be developed to its full extent. Thus changes arc needed to solve current problems.In2011, the SLSS conducted the five-year evaluation process. Based on existing research results, this paper first analyzed the establishment of the State Land Supervision System, focusing on the foundation of development and its basic content, and then evaluated the plight and countermeasures of implementation of the system of land supervision combining the practical work experience of the author in Chengdu Bureau of Land Supervision.Finally, this paper summed up the four problems:lack of legislation of land supervision, imperfect land supervision working mechanism, insufficient land supervision business building and inefficient land supervision teams and proposed the response measures, including strengthening the legal construction of Land Supervision System, improving land supervision working mechanism, and strengthening the building of land supervision business and land supervision teams.
