Research On Building Of The Index System For Comprehensive Supervision Of Land And Resource

In recent years, there are a number of problems in land management area, say, waste of land resources, the idle land, illegal land use and other issues. In an attempt to effectively curb the excessive waste of land resources, land resources management departments have shifted mechanism from the approval-centered, but less-supervision mode to pre-approval, approval and post-approval long-term supervision mechanism. This paper studies the index system for comprehensive supervision of land and resource, analyses the land resource monitoring, the elements of regulatory system of land resources and the evolution process of land attribute. Based on the theory and method of life-cycle of land, it presents a detailed analysis of the business processes on different stages of the life cycle of land. With the methods of theoretical analysis, logical analysis, reference and expert consultation, it explores to build index system of land resources monitoring and aims to have a comprehensive grasp of land development and utilization and to promote the land conservation and intensive use through the implementation of micro to macro and process to the result in the whole cycle of land supervision. The detailed are as follows:(1) It defines the connotation land resources supervision and land attribute evolution.(2) It analyses the supervision system of land resources. It includes institutional system, business system, implementation system and evaluation system.(3) It analyses the process of the approval of land. Based on the theory and method of life-cycle of land, it analyzes the IPO process of land business approval which provides basic information, qualifications setting and the output of the results. According to the outcome and land attribute, it establishes the business model of land approval.(4) According to the business model of land approval, it carries out land use general planning, annual plan of land utilization, approval of construction land, land expropration, land reserve, land use,land supply, land transactions, land registration, land-use inspections and other regulatory issues, and correspondingly constructs112land resources supervision indexs.(5) Based on the theoretical selection of land resources monitoring index system and combined with of the land resources supervision status of Changzhou, with the method of expert consultation, it establishes the final land use supervision index system which includes10aspects of the criteria level,23sub-criteria layer, and53indexs,and applies it in Changzhou city land resources supervision practice.
