Budget Management Of Real Estate Development Industry From The Perspective Of Multiple Projects

After nearly century’s development and innovation, budget management has gradually become a set of relatively impeccable management system with improved organizational system and business process integrating into investment decision-making, operation management, performance evaluation and other management activities of enterprises, playing an important role in formulating and implementing short-term and long-term strategic targets, integrating and optimizing resource allocation, enhancing operational efficiency, monitoring operation status and conducting performance assessment and evaluation by urging enterprises to timely convert their internal capacity into real strategic competitiveness and other functions. Presently the budget management has been a significant approach for operation management of enterprises.The real estate industry is not only one of pillar industries for Chinese economy, but also closely linked with living of the masses. However, easily influenced by economic, social and technological factors, and is a typical capital-intensive industry. The implementation of budget management in real estate enterprises is helpful for their careful planning and laying-out. The budget management of real estate enterprises is based on project budget, and cash management is the core of it. As for the project budget, it should be consistent with the progress of the project, focusing on cost control and dynamic control of key nodes. On the other hand, enterprises can also achieve scale advantage from the perspectives of multiple projects, which is based on project budget, to control project cash flow and adjust the project schedule as a means, and get value-added benefits.This paper adopted combined research methods of theoretical analysis and real case application and applied the theory of budget management as its research foundation. The research tried to explore and establish a complete set of multi-project budget management system, based on the budget management theory and the operation characteristics of real estate enterprise. Based on introduction of budget management theory, development history and industrial features of real estate industry, current status and existing problems of budget management, this paper conducts research from the viewpoint of theory and application of budget management of real estate projects combined with JGKG---real estate budget management mode on multi-project, and proposes the budget management thinking which is on the basis of project budget management based and will achieve reasonable allocation of enterprise organizational resources via united coordinating and balancing and integrated management of enterprise resources and targets by budget to gain profits which can not be realized by single project.The innovation of this paper is the multi-project perspective of analysis which demonstrates the feasibility and methodology of budget management implementation, and provided improvement measures of the real estate budget management. In the current condition of turbulent but fast development, opportunities and threats coexist in real estate market. Since enterprises emphasize seeking advantages and avoiding disadvantages, for survival and development, real estate enterprises shall implant the core value and concept of budget management into enterprise culture. In addition, enterprises shall timely adjust budget management system during its implementation to enhance enterprise management level, promote quick and sound development of real estate enterprises, gain more economic benefits and contribute more to social development by performing well in sales management and cost control via budget, strengthening the role of budget in fund balance and procurement and give full play of agencies’ enthusiasm in budget management.
