This thesis analyzes the case of house renting market of Huangpu District, Guangzhou, raises questions and utilizes standardized administration theory, cost-benefit analysis and PEST method to analyze feasibilities. Mostly, it focuses on the industrial development, system construction and management norms of rental market administration. In order to accelerate the healthy development of the real estate market, enhance the efficiency of public administration and overall society governance standard, it proposes some strategies and suggestions toward the normalize management of house renting market as well. Principal research of this paper includes four aspects as below:1. By studying the concepts and features of the standardized administration, as well as analyzing the characteristics of the rental market, it proceeds to come up with six criteria for standardizing the management of the rental market.2. Basing on the case of the house renting market in Huangpu District, Guangzhou, it finds out the defects on the management and the market itself through researching the market data and characteristics of administrative institutions.3. By using PEST and cost-benefit analysis, concludes various environment of house renting market and compares the management costs and beneficial outputs, which leads to the conclusion of the feasibility for the system, society, organization, economy, technology, effectiveness and controllable risks.4. Introducing a standardized administration theory in the house renting market management and presenting the countermeasures for the large scale, legislation, Linkage, proceduration and informatization.
