So as to the poor students can delight”.From ancient to modern times,The housing always stumbles many people's hope and longing.Whether Chinese social security would develop sustainably and healthily in future,the key is how to solve the hosing problems of townsfolk,especially those difficult class who with their own economic capability are still unable to solve the housing problems."12th Five-Year" period is the focus of China's construction of housing security system for five years.With the massive security of public rental housing construction nearing completion,corresponding to the protection of public rental housing management is facing enormous challenges,countries have issued a series of protection of public rental housing management system and policy.However,due to the lack of laws and regulations,the object of management is extremely complex and lack of management personnel and other issues,resulting in the protection of public rental housing management is extremely arduous task.The protection of public rental housing tenants are different from ordinary commercial housing tenants,the security groups for the housing difficulties of low-income persons,the management of the government is the main body,management object is the housing and tenants,management is very complex.Therefore,to strengthen the public rental housing management of protection,is the key link in the establishment of a sound housing security system in our country,is conducive to promoting the construction of harmonious society,to avoid the emergence of new slums,guarantee the harmonious development of people's livelihood.Based on improving the administrative system of affordable public rental housing,the paper applied to the system analysis,the documentary analysis,the comparative research,the fuzzy evaluation and the Delphi method.The scope of the research is defined by collecting researches on affordable public rental housing in domestic scholar and overseas.The object of the research is the implementation of affordable public rental housing.It is defined from administrative time and content two parts that is,after checked in by affordable housing objects,government administration departments and companies had the social management,withdrawal,management,dynamic supervision management and property management to affordable public rental houses by used.The paper analyzed the connotation and characteristics of later affordable public rental housing management content from the important and meaning.By the form of random interviewing resident and having a discussion with administrative staff,the result is the current situation of final-period management.The management evaluation index system of affordable public rental housing district is firstly built on studying 13 districts of affordable public rental housing in Shijiazhuang city.The system comprehensively chooses 14 evaluation factors to weigh the level of final-period management.The level of final-period management for 13 communities is evaluated and ranked based on the understanding of their management status by 20 experts.The result showed that Minhua Home,Fuhua Home and Hehua Home in Shijiazhuang city get a higher level evaluation.In addition,there exists difficulties in the withdrawal management of affordable public rental housing by analyzing the ranking results of evaluation factors in lengthways.In the end,in the angle of management objects' particularity,that is,the particularity of affordable public rental housing and affordable resident,the countermeasures and suggestions taken the final-period management in Shijiazhuang on affordable public rental housing are proposed with the experience of such management in Xi'an city,Chengdu city and Hangzhou city to improve the construction of housing security system in Shijiazhuang.
