Since2006, Chinese railway has made rapid development change rapidly, especially the high-speed railway from scratch, had become the outstanding representative of the most rapid global business mileage, operating speed, development. At the same time, the railway managers faced with how to cope with the rapid development of the railway, the management and operations of the pressing challenges. Human resource, will undoubtedly become the key factor.With the development of the new railway, especially high-speed railway continuous delivery of railway operation, all walks of life of railway have to face a shortage of personnel, especially the severe challenges have some practical work skills and management talent scarcity. As the railway line for maintenance and repair of bridge and tunnel, due to the characteristics of the industry--in the short term can not use information technology and digital technology to realize the production of the whole process of monitoring, so the contradictions facing more sharply.In this paper, first of all to the enterprise human resource management functions and characteristics, system and competitive advantage, human resource strategy, planning and related staff recruitment, learning, establishing, perfecting incentive mechanism, as well as international human resource management are introduced, pointing out its influence on human resource management in railway enterprises and reference.Secondly, analysis of the serious problems of human resource management of China Railway a grass-roots unit-Guiyang railway maintenance section faces:continuously increasing quantity of equipments upgrades the sharp contradiction between quality and safety requirements and the shortage of human resource, many problems existed in human resource management.Finally, based on the enterprise strategy in Guiyang railway maintenance section, future development trend are introduced and analyzed, and put forward the human resource strategy, planning, policy of Guiyang railway maintenance section, and then put forward some methods, the performance evaluation standards and implementation, reward allocation strategy and conclusions of this thesis. The strategy of this paper can provide the reference for the allied enterprise.
