The theory of modern enterprise management pays much attention to the development of enterprise's manpower resources development day by day under the influence of capital theory of manpower. Enterprise's manpower is regarded as the important component of enterprise's management activity, so it has been paid attention more and more by the enterprise. Human resources are the subjects of producing and operating activities. The contents of human resources development lie in the company how to enroll the staffs with certain culture and technical ability level according to its own request of producing and operating activities, and how to set up various kinds of organizations according to the specific goal inside the enterprises, and how to cultivate personnel rationally, and how to carry on the skills training to the staffs fitting in with the producing of enterprises and the purpose of their management, and how to measure the staffs' achievement with certain standards so the working reward can be worked out, and how to reward the outstanding staffs and supervise, punish or even dismiss the staffs that can not be up to the standards of the enterprises, and how to promote personnel to various kinds of executive positions according to the long-term development goal of enterprises.The paper makes a overall and careful analysis of railway basic unit section—the manpower resources management of Zhijiang depot under the foundation of modern enterprise's manpower resources management theory. The great-leap-forward development of the railway has brought opportunities and challenges for the development of the station sections, so it is badly need the talents of leading ability of government and party, managerial talents and professional technical talents. The paper try to find out the weak points and put forward the improving suggestions from the points of wage system, training system and recruitment system. The main task of the paper is to set up scientific talents appraise system through perfect performance of appraise methods; set up a high-quality human resources team; perfect the incentive mechanism taking income distribution as the centre; promote the mutual dynamic between the human resources and its culture in an all- round way and heighten the level of manpower resources management hugely and so in the end can bring about an great-leap advance of the railway.
