The Analysis Of Interests Equilibrium In Mining Area Land Reclamation Planning Based On Game Theory Perspective

As a kind of equilibrium system，mining area land reclamation planning incudedamage prediction, land reclamation suitability evaluation and efficiency analysisand so on many aspects. This is closely related to local government, farmers andmining enterprises. Due to interest problems there are many contradictions betweenthe groups. These contradictions of the mining area land reclamation restricts thedecision-making, target positioning and the efficiency of land reclamation.Distinguishing interest groups and looking for system equilibrium is the basis of theplanning. Take shanxi B mine as an example and make use of participatory planning,organizational behavior and game theory. Study in equilibrium problems and putforward relate suggestion.Research contents:①Using participatory farmers evaluation method (PRA)and the traditional questionnaire survey method to investigate interest groups.Determine the interest groups and interest appeal.②Analyse the behavior logic anddeduce behavior space.③Introducing and analyseing game model to get the Nashequilibrium and put forward suggestions.Conclusions:①Confirm that there are three kinds of interest groups and sumup their interest appeal.②All parties interests have their behavior space. The localgovernment department G={supervision/indulgence}/G={positive law enforcement/negative waiting}; Mining enterprises={reach the standard/not up to standard};Local farmers={report/silence}.③Through the game, we get the game equilibriumsolution and put forward some suggestions.The innovation point of this article is through the quantitative method toconfirm the interests of all parties that exist in the mining area land reclamationplanning subject. With the help of demand motivation behavior theory inorganizational behavior, we can explain the behavior logic of all parties in thereclamation work. Through the game model, some suggestions are proposed forplanning system. But there are also many deficiencies. This article is only putforward a new way of thinking.
