Equipment manufacturing industry is the strategic industries that provide thetechnical equipment for different sectors of the national economy,the industriesassociated with high capacity to absorb employment, capital-intensive technology, is animportant guarantee for the industry, industrial upgrading and technological progressand a concentrated expression of the comprehensive national strength, industrial heartand lifeline of the national economy, support an important cornerstone of the country’scomprehensive national strength. However, after the reform and opening up, China’srapid economic growth, in large part by a large number of resources and energy intofinishing, and is characterized by high consumption, high pollution and low efficiency.According to the statistics,Producing$1of output value products required to put thecost up to eight times that of Japan, four times that of the United States and2.5timesthat of India. Lead to such an extensive mode of growth is one of the reasons for the lowlevel of China’s equipment manufacturing industry. Therefore, as soon as possible torevitalize the equipment manufacturing industry in China, enhance the innovationcapability of equipment manufacturing, especially clusters technological innovationcapability, thereby increasing the overall level of industrial technology is required tobuild an innovation-oriented country, as one of the medium-developed countries listedinevitable choice. After decades of development, China has gradually formed four majorequipment manufacturing base in the Yangtze River Delta, Pearl River Delta region, thewestern region and the northeast old industrial base, the equipment manufacturingindustry in the western region cluster in terms of the scale, or The level of technologicalinnovation in the more backward position. Therefore, how to promote cluster innovationcapability of equipment manufacturing industry in the western region is consistent withthe national industrial policy-oriented, but also the inevitable choice to promote theeconomic development of the western region.Cluster innovation capability of equipment manufacturing industry in the westernregion, in the study of the basis of the extensive literature on the empirical analysis of cluster innovation capability of equipment manufacturing industry in the western region,to draw quantitative analysis basis, and on this basis, the use of evolution game theoryto build innovative behavioral model of the the western equipment manufacturingindustry cluster, and in accordance with the conclusions of the model from the proposedpolicy recommendations to promote western equipment manufacturing industry clusterinnovation capability.The main contribution of this paper is reflected in the following points:First, the equipment manufacturing industry cluster innovation behavior of thewestern region as the main object of study, I hope to make up for some deficiencies inthe field of theoretical research, it is possible to get some new theoretical research.Second, the use of the Solow residual method measures the technical contribution rateof the equipment manufacturing industry in the western region, and analyze their abilityto innovate. There are certain deficiencies but because of the smaller sample data,analysis results, and also provides direction for subsequent studies. Third, the use ofevolutionary game theory, build innovative behavioral model of the equipmentmanufacturing industry in the western region cluster analysis of the main factors thataffect the innovation of the equipment manufacturing industry in the western region,and provide a theoretical basis for the promotion of innovation and capacitydevelopment of the equipment manufacturing industry in the western region.
