China Customs System Reform And Management Innovation From The Perspective Of Trade Facilitation

Customs policies simultaneously tightened. In2001, China became the official member of World Trade Organization (WTO). It meant China would comprehensively integrate into the international economy. In older to integrate into the global economy and accomplish trade facilitation, China Customs began to carry out reforms in system, law and mechanism. In the same time, American "9.11" terrorist attack led the western countries headed by the United States to strengthen greatly trade safety measures. China must face to the choice of trade facilitation and trade safety. In the economic globalization, face to the new challenge from the rapid growth of quantity of international trade, the wide use of information technology, and the increase of transnational terrorist activities, how should Customs use its limited resources to build up the modern customs system? This is the time task China must take.System is the fundamental of organization operation and development. A designed-well and effective system can not only make sure the correct operation of Public Administration, but also accomplish the organizational goals of Public Administration. China is a developing country, the factors of politics, economy, society and culture is influencing all the country. China Customs need to follow the internal agreement and build up modern systems which can suites to the development of times. In a sense, the establishment and effective operation of the modern Customs system means the accomplishment of trade facilitation. How should Customs use its limited resources to build up the modern customs system? It needs to basis on the modern Customs theory and the fault of China Customs system. Find out the way which fits the situation of China Customs.First of all, the most important problem of modern Customs system is how to weigh up the trade facilitation and trade safety. The relationship of trade facilitation and trade safety is not antagonistic but inseparably interconnected.
