In the21st century, energy security and the environment has become a globalproblem. Improving energy structure and increasing the proportion of clean energyhas become the main task of our country’s energy development. Marine renewableenergy is a kind of clean renewable energy with great potential. Reasonableexploitation of Marine renewable energy is on the base of reasonable evaluation of itsenvironmental value.This paper is attempted to determine the connotation of tidal powerenvironmental value, explore evaluation methods and set up its social economicimpact evaluation system, so as to make connection between environmental value andregional economic. Using the specific information of RuShan, this paper evaluatesenvironmental value of the proposed tidal power station in RuShan. On one hand,ittests the maneuverability of theory in the practice. On the other, it providesreference data for the exploitation of tidal power. With the evaluation results, thispaper detailed analysed of the various influence according to regional social economicimpact assessment index.The research method and main conclusions are as follows.Firstly, this paper analyses environmental impact of tidal power plant, selectsimportant impacts according to environmental assessment main factors screeningstandard of natural resource and environmental economics, and determines theconnotation of tidal power environmental value, which sets up the platform forevaluating tidal power environmental value. This part is mainly by qualitativeanalysis.Secondly, determine the thermal power industry each pollutant environmentvalue standard by the results reference method. Using evaluation methods naturalresource and environmental economics, environmental value of proposed Rushan tidalpower is conducted. Through investigation, issuing questionnaires, visiting respondents,basic data for Contingent Valuation Method (CVM) is collected. Whenusing CVM, statistics, econometrics and other related quantity analysis tools are alsoused. The results show that environmental value for tidal power station38.9448million yuan in2010, and its total value is286.0244million yuan during its operation.While the result of CVM is236.8372million yuan.Thirdly, analysis of social economic impacts of the proposed tidal power stationin RuShan is performed and an evaluation system is established. Based on RuShan’sspecific conditions, quantitative and qualitative analysis of the impacts is conductedaccording to the index system, quantitative model, industrial economics and relevancetheory. The results show that, social effects mainly contains increasing electric powersupply, employment, fiscal revenue, technology diffusion and speeding up theurbanization process. Economic effect mainly includes economic growth, GDPgrowth contribution, industrial structure optimization, the industrial connection effect,economic sustainable development, etc.In this paper the innovation points are as follows. Firstly, combining the naturalresource and environmental economics theories with regional economics. With the aidof natural resource and environmental economics monetization evaluation results,regional economic growth and development theory, this paper discusses the role ofMarine renewable energy in pushing regional economic growth and industrydevelopment. Secondly, defines the concept of tidal power station environmentalvalue on the basis of life sciences, marine environment natural resource andenvironmental economics and other theories. Thirdly, The feasibility of SurrogateMarket Approach and CVM in evaluating the environmental benefit of tidal power isdiscussed. The environmental value range of tidal power is from236.8372millionyuan to286.0244million yuan. What’s more, previous study about marine renewableenergy is mainly focused on the development of the energy exploitation. The researchon environmental value evaluation is relatively less. This paper makes a case study.
