Urban public safety is a necessary condition of urban economic development andsocial progress. In order to ensure the safety of urban, we need to build urban publicsafety evaluation system on the basis of understanding the status of urban public safety.Urban public safety evaluation can help us understand the situation of urban publicsafety, and take appropriate measures to ensure the safe operation of the city.Firstly, according to the characteristics of urban public safety and the research onthe Chongqing urban public security situation, we can find the factors which impactChongqing urban public safety. We constituted the evaluation indicator system fromthree aspects, such as elements of the urban disaster, urban basic characteristics andurban emergency capability.Secondly, this paper constructed the evaluation model of urban public safety. Wetaken index number scale to decide the relative importance of the factors as animprovement of G1method then calculated the weight of each index by this method.Based on the gray character of urban public safety evaluation system, we can choosegray cluster assessment as the comprehensive evaluation method. Depending on thetype of each index, we constructed the corresponding whiten weight function. Then wecalculated the membership degree of each gray class, and determined the situation ofurban public safety.Finally, based on the understanding of Chongqing urban public safety situation,urban basic characteristics were evaluated by the evaluation model. Through the resultsof the evaluation, we can see that the situation of Chongqing urban public safety wasrelatively safe. According to the research of urban public safety, this paper put forwardthe proposal of Chongqing urban public safety.
